2026 Annual Meeting and Elections
The 2026 Annual Meeting of the Membership of Orange County’s Federal Credit Union will be held in-person at 3:00 p.m. on Thursday, May 28, 2026, at the Credit Union’s Headquarters, located at 1701 E. St. Andrew Place, Santa Ana, CA 92705.
The Nominating Committee has nominated three Members to fill three vacancies on the Board of Directors. Additional nominations may be made by petition in the manner set forth below. The Credit Union will not conduct an election by ballot and there should be no nominations from the floor since sufficient nominations have been made by the Nominating Committee.
Nominations by Petition
Nominations by petition may be submitted by any Member who is at least 21 years of age and in good standing with the Credit Union. Each petition must be limited to one nominee. The petition must contain the name, signature, address and the last 3 digits of the Member number of at least 500 eligible and valid Members. Members signing the petition must be 18 years of age or older. The original signatures of members who sign the petition are subject to validation. Additionally, nominations must be accompanied by a brief statement of qualifications, biographical data, and a signed statement from the nominee that they are agreeable and will serve if elected. All petitions must be received by the Secretary of the Board, in care of Orange County’s Federal Credit Union, 1701 E. St. Andrew Place, Santa Ana, CA 92705, no later than 4:00 p.m. on Friday, April 3, 2026. Petition forms are available at any Orange County’s Federal Credit Union branch.
Board of Directors Nominees
The Nominating Committee has nominated the following Members for election to the Board of Directors to serve three-year terms following the expiration of their current terms in 2026:
- Vikki Beatley, has served on the Board of Directors at Orange County’s Federal Credit Union since 2009, holding leadership roles including Board Chair, Treasurer, Secretary, and currently serving as Vice Chair. Prior to that, she served nine years on the Supervisory Committee. Ms. Beatley brings broad expertise in organizational development, labor relations, finance, and community outreach. Through August 2025, she worked as a Principal for HdL Companies where she oversaw a new area of tax administration for the company and became a subject matter expert in California Utility Users’ Tax. Past professional positions include Director of Finance/City Treasurer at City of Seal Beach, CFO/Financial Services Manager at Mesa Consolidated Water District, and Deputy City Treasurer at City of Orange. She was also a lecturer at California State University, Long Beach where she taught Government Budget and Finance in the Masters of Public Administration program.
- Marwan Khalifa, has served as a member of the Board of Directors for Orange County’s Federal Credit Union since 2022 and currently serves as Interim Executive Director for the Association of California Water Agencies. A Certified Public Accountant, he brings deep expertise in financial planning, forecasting, and accounting. His previous roles include Chief Financial Officer and Treasurer for Mesa Water District and Managing Partner at Inception Business Consulting. Under his leadership, Mesa Water earned AAA credit ratings, eliminated unfunded pension liabilities, and received multiple awards for financial reporting and governance. Mr. Khalifa holds a Bachelor’s Degree from York University and a Master of Business Administration in finance from Pepperdine University.
- Maureen Li, joined the Board of Directors for Orange County’s Federal Credit Union in 2020, following 17 years of service on the Supervisory Committee from 2003 to 2020, including Supervisory Committee Chair. She also served on the board of Orange County Groups, Inc., a subsidiary of Orange County’s Federal Credit Union, from 2009 to 2011. Ms. Li brings more than 19 years of leadership experience in the computer and telecommunications industries, including senior roles overseeing corporate services, real estate, security, and risk management, as well as serving as President and CEO of Worldwide Corporate Services Inc. She holds a Bachelor of Science degree in microbiology, a Master’s Degree in civil engineering, and a Business Administration Certificate from California State University, Fullerton.
